Following the transfer of the first Halkbank Headquarters (completed in 1990) to the Undersecretariat of Treasury and Foreign Trade, the new building was constructed on the Ankara-Eskişehir road, 2 kilometers west of the original site. While the functional program was fundamentally similar to the first structure, the banking school and social facilities were removed and replaced by a new, independent data processing block.
The composition consists of three main structures—the General Directorate, the Data Processing Center, and the Bank Central Branch with its auditorium—all arranged around an oval central plaza. This area is accessed via tree-lined internal roads from two main entrances located to the north and west of the site. The entrance area, which sits elevated relative to the Ankara-Eskişehir road to the south and functions as an esplanade, is framed by regularly spaced lighting poles that enhance the spatial impact.
The floor plan layout of the high-rise tower, housing the general directorate and executive board offices, mirrors the original building. However, the massing design explores more liberated forms in the four corner towers, lateral surfaces, the structural system supporting the hanging gardens, and the roofline. Due to economic considerations, the facades of the complex were designed as exposed (brut) concrete with a protective coating.
Having served as the Halkbank General Directorate for many years, the building is currently occupied by the T.R. Ministry of Trade (formerly the Ministry of Economy).
