The building was designed for the use of the regional management, responsible for the maintenance and operation of the Organized Industrial Zone and the supervision of new investments. Located on a sloping site designated as a social-administrative center in the regional plan—which also includes a post office, fire station, and sports facilities—the project program was developed in collaboration with the administration. Beyond office, laboratory, and archive spaces, the structure is intended to serve as an information, communication, and cultural hub for the region.

At the heart of the composition lies a cylindrical central space that functions as the primary entrance, reception, and distribution area. With its metal-clad facade and steel roof, this section is designed to symbolize contemporary industry. Management offices are arranged around a two-story, naturally lit interior garden connected to this central hub. The block on the opposite side of the cylinder houses a divisible dining hall and a 300-person auditorium. On the facades of these two lateral blocks, shadow and light effects are emphasized through the use of hollowed fair-faced concrete walls.
